I don't think you need a torch for Creme Brulee. A broiler should work but you really have to keep a close eye on it.

You absolutely do not need a torch to make creme brulee. It's just a nice kitchen gadget to have if you make it a lot. The broiler will work great. I've done it before. Just keep your eye on it because the sugar caramelizes fast.
